
TAX Assessment Administration
Introduction
The GEMS Tax Assessment Administration application
software has been designed to meet requirements set forth by the
various State of Connecticut (and other) agencies. It allows the
user to perform all the functions necessary to generate the
various Grand Lists, Rate Books and Property Tax Bills inherent
to the Assessor's office and Tax or Revenue Collector's office.
Assessor Features
- On-line maintenance of Real Estate, Personal Property,
Motor Vehicle, Supplemental Motor Vehicle and Pro-rated
Real Estate Property including Board of Assesment Appeals
changes.
- User defined master files, such as exemption and State
exempt code definitions.
- State mandated reports, auditing reports and growth lists
can be generated on demand at user discretion. These
reports include, highest assessment listings, labels and
growth lists. Grand Lists can be printed locally or by
laser printing methods.
- The ability to enter or update a C of C (Certificate of
Change) for a bill that has already been generated and
mailed. It allows the Assessor to browse the Collector's
billing master file and apply a C of C or credit to the
incorrect bill. Once the amounts satisfy the Assessor,
the change can be applied to that tax bill. After
application, the proper Certificates or credit slips are
generated by the printer attached to the terminal the C
of C was entered on and the collector's files are
automatically updated with the proper information and
amounts. Amended bills may be printed at this time, but
are not required for the movement of data from the
Assessor's office to the Collector's office. This module
produces the C of C registers and necessary history
reports and interfaces with the tax collectors register.

application software and the GEMS Revenue Collection
System.
- Processes Public 490 Act Real Estate assessments.
- This application has been interfaced with many CAMA
Software applications. The optional CAMA Bridge system is
priced separately.
- Automatic calculation of elderly freeze tax benefit and
elderly home owners tax credit program.
- Automated generation of Personal Property Penalty notices
and reports.
- Automated pricing of regular and supplemental motor
vehicle records. Automatic calculation of values from
book value.
- This application has an automated transfer system. This
allows the Assessor to continue processing Real Estate
transactions without having to suspend processing prior
to bills being generated and mailed.
- Ability to attach Personal Computers to the system for
use as terminals and transfer information from the host
to the PC for use in PC-type products such as
spreadsheets.
- RWA has written optional interfaces with many real estate
CAMA systems. These systems include but are not limited
to CLT, SLF and MMC. Our GEMS CAMA bridge program can be
run on demand to transport information entered into a
CAMA system and migrate it to the GEMS Property Tax
Administration system. This system provides complete
editing facilities to validate all updates as well as new
data being introduced to the Assessment master files. As
long as the CAMA system you have purchased can provide a
data file and record layout readable on an IBM or IBM
compatible personal computer or AS/400, we can interface
your CAMA data to our application module.
- Property tax calculations. Real , personal property and
motor vehicle tax based upon appraised value and
exemptions.
- Property abstracts can be produced on demand.
- Growth list showing current values at all times can be
produced on demand.
- Real and Personal property change of assessment notices
produced automatically.
Collector Features
- Ability to modify and add data that is legally changeable
for the processing of Tax Bills. Items not changeable
remain the same as what appeared on the Grand List.
- Generation of C of C registers and history reports to aid
in the balancing of the Rate Book to the Grand List.
- Inquiries are provided to the Assessor's Master Files
banning the ability to change data.
- Ability to attach Personal Computers to the system for
use as terminals and transfer information from the host
to the PC for use in PC-type products such as
spreadsheets.
